How Shillong Teer Lottery Became Legal?
Shillong Teer became a legitimate activity under the scrutiny of the Meghalaya Amusement and Betting Tax Act of 1982, which legalized Teer, and legitimized it as a regulated betting practice, as opposed to illegal gambling.
The campaign for legality occurred when Captain Williamson A. Sangma, the Chief Minister of Meghalaya at the time, backed with the state legislative assembly, legalized the Act.
Today, with oversight from the state government, all Teer gambling or betting practices regulated by the Meghalaya Amusement and Betting Tax (Amendment) Act of 1982 – to ensure that it’s done legally, objectively or fairly, and in a controlled manner.
The British Influence on Teer
A widely accepted origin story of Shillong Teer dates back to the British colonial era, when Shillong served as the capital of Assam.
Seeking respite from the scorching heat of the Indian plains, the British were drawn to the cool, temperate climate of the Khasi Hills in Meghalaya. As they settled into the region, they were introduced to the traditional archery practices of the Khasi people. Fascinated by the sport’s competitive nature, which echoed the betting traditions familiar to them, the British began to participate in and promote the game.
Over time, they introduced a structured lottery component and formalized the betting aspect, merging local traditions with organized wagering. This fusion laid the foundation for what we now know as Shillong Teer—a unique game where archery, chance, and cultural heritage seamlessly intertwine.
